Cross Connection Control Program

As required by California State law, the Volta Community Services District (CSD) has implemented and shall maintain a Cross Connection Control Program. For the simplified purposes of this program, auxiliary water supplies shall be referred to simply as privately owned wells, as these are the only auxiliary water supplies known to be in existence in Volta. This definition shall be revised if the Volta CSD becomes aware of any other type of auxiliary water supplies present within its boundaries.
The following guidelines shall be followed by all water users:
1) If a privately owned well has been verified to exist on the premises, the water user has two options:

a. Fill in and eliminate the privately owned well
OR
b. Provide proof of the existence and certification of a California State approved backflow prevention device

2) Proof of the elimination of the privately owned well or certification of a backflow prevention device shall be provided to the Volta CSD by January 1, 2009. If the resident has indicated to the District that they will fill in the well, an appointment shall be made for a District representative to verify that the well is no longer in existence. Residents shall also be provided with the contact information for a person trained in cross connection control, should they elect to install a backflow prevention device.
An initial 30-day grace period shall be granted for the January 1, 2009 deadline. A warning letter shall be sent reminding non-compliant residents of the missed deadline. If proof is not provided by February 1, 2009, water service shall be discontinued to non-compliant premises. Service shall not be resumed until proof has been provided to the District of Program compliance. A reconnection fee may be applicable.
3) Following January 2009, certification must be submitted to the District yearly for each backflow prevention device. This certification shall be submitted by the unique anniversary date of the installation and/or certification of each device. The Volta CSD shall maintain records of anniversary dates and send reminder letters to each backflow prevention device owner. If proof is not provided the District by the anniversary date, a warning letter shall be sent reminding non-compliant residents of the missed deadline. Water service shall be discontinued to non-compliant premises following a 30-day grace period. Service shall not be resumed until proof has been provided to the District of Program compliance. A reconnection fee may be applicable.
